5-2-09: Still Alive, Driving And The Draft

I reported last week on a bill under consideration by the House Transportation Committee, H. 176, that would make Selective Service registration a condition to receive a driver’s license in Vermont.

The idea came under a lot of criticism. There’s no rational connection between driving and the draft.

But the proposal isn’t dead. In an end-of-session trick, the idea has been retreaded and tacked on as an amendment to a Senate bill, S. 67, that’s come over from that body. It’s up for consideration Monday in the House.

The committee has modified the connection between a license and the draft. An applicant will now have the chance to “opt-out” of automatic registration. That’s a step in the right direction, but it doesn’t go far enough. At the very least, the option should be “opt-in,” and we still maintain that the state has no business linking driving with draft registration.

An important action like registering for the draft should not be merely an afterthought when a young person is focused on getting his first driver’s license.
