The ACLU -- Nationally, And In The States
The ACLU is actually a network of autonomous state affiliates backed up by a national office. Dues from members are shared between the national organization and member's state affiliate.
Civil liberties must be protected vigilantly at all levels, but particularly at the local level. For example, the constitutional prohibition against government-sponsored school prayer means little if there is not a local ACLU presence to require enforcement of that prohibition when a rural school district violates it.
The ACLU- Vermont uses the tools of litigation, legislative lobbying, and public education to work towards its goals. The array of tools is important, because many civil liberties problems yield to one technique more easily than another. We try to be flexible and resourceful in bringing just the right mix of techniques to bear on a civil liberties problem.
